There are two relays for the flashers. One is for the normal turn signals, the other is exclusively for the hazard lights. They are located under the dash on the drivers side and on the convience center panel under the dash on the passenger side. I don't recall which one is which but you can try pulling one and if your turn signals don't work then you know that is not the one for the hazards. As I recall both relays are the same so you can try swapping the good one from the turn signals to see if that is your problem with your hazards.
