The little pipe stub half way up the thermostat housing is coupled via a rubber hose to tubing that runs under the upper plenum to the base of the throttle body to heat the throttle plate, I assume for de-icing. Coolant return is via a parrallel path to another pipe stub just forward of the thermostat housing on the heater return pipe.
